in the X-environment i also can not open many folders becoz they are permitted only for the Root!
That is how it is supposed to be in all Linux systems! That's why I suggested to set a directory in your homedirectory for the installation of the realplayer. Otherwise you'll have to run the .bin as root.
mmm...i updated my system during the last days to overcome this problem. i installed some new things from the CDs and also i installed some new things from Yast online update. but i dont remember i had deleted a package or something.
What you observerd is normal, as root I cannot start kde-config without giving the full path, either. Maybe for security reasons, the path is not contained in root's path variable.
EDIT: Why do you want to run realplayer as root? I may have missed the point, but it shouldn't be necessary. Only the installer (.bin) may needs to be run as root (but not if you follow my suggestion )

It is NOT normal.

EDIT:actually when i run as user it does nothing just stops and doesn't either give a result or a commanline
Just a guess here, give read and execute access to 'others' and 'group' for the file kde-config. The owner and group should be root and have read, write, execute.; Do this as root.
