The OP is confused about the /sbin/lilo. When you create your lilo.conf via the install or using liloconfig, you must use /sbin/lilo to write the lilo to the mbr, floppy or superblock.
The marked bootable for the partition can be used to boot that active partition. With lilo.conf you can use the 'other=' to boot a bootable partition.
man lilo gives you the options for the write of the lilo file. I like to explicit the write with the -b vs the -M. This way I know that device is being written too.
