VSFTPd for uploading to /var/www/html

Hello all,
What is the best way to have One user be able to upload web stuff to my web server? I dont want this person to have root so sftp is out of the question. Is changing the path in vsftpd the best way? If so what line do I have to change in order to allow that?

Thank for the help,
timgerr
