There are many different desktop environments, window managers and panels for *nix systems - it might be helpful to those trying to assist you if you stated which one you are using?

I don't think you can move it if you're using Unity? I've looked for a setting and I can't find one anywhere.

You're not expected to alter things with Unity and Ubuntu: the developers know what's good for you! Shuttleworth has officially stated that allowing users to alter the layout of the desktop would not be compatible with his design goals.
I suggest you switch to a proper distro that lets you put things where you want them (my panel's on the left). Try Mint instead.

Just google "How to customize Unity" if indeed that's what you're using. It IS customizable to a certain extent.

I've seen software to move the dock, but not the panel. If you actually know the secret, how about letting everyone in on it?

The panel/universal title bar is non-movable, AFAIK- every OS that I've used places the titlebar on the top, so this is standard behavior.
