You may have to do trial and error to find out which tuner number works with your video capture card. Before doing this try using composite (RCA) or S-Video to find out if the card actually works.

kdetv sucks. You should use tvtime because it produces better video than kdetv. Also tvtime comes with deinterlacers and it has fluid video. Though it is best to use xawtv during the test and setup phase of bttv cards. For cx88 and SAA713x cards, uses either mplayer or tvtime.

You do not need to reboot every time you make changes to modules file. You just need to unload the module and load it up again.

One option may be to try to get V4L to automatically configure. Try to find and install the v4l-conf package and run v4l-conf as root. It worked on my machine and got kdetv to use v4l correctly.
