I've wondered the same thing. It appears to be related to the video driver/resolution, and fonts don't always seem to resize to the proper point size. Newer OS versions don't seem to have quite that much problem, though I do still see it periodically.
If you experienced this issue with more than one distro it's most likely caused by hardware and not software.
I agree. Case in point, I have an old 15.4 Dell Inspiron with a 1600x1200 display. Primarily the issue is in Firefox and I am always hitting Ctrl+ to read anything. Otherwise I tweaked the default system fonts to make things more visible.

I've found default fonts on my favorite Linux distros (RHEL/CentOS) to be completely unacceptable, so I install liberation-fonts and point firefox to them. They look great.

Anyways, I've seen this issue too, usually in the webbrowser. Probably due to the page author specifying a fontname/family that doesn't map correctly onto a linux font and fontconfig tries its best to guess one. I've never seen the issue in toolbars or other interface widgets though.

The OP has failed to describe his hardware therefore accurate diagnosis is not possible.
Since he has not posted again we can only guess about the motives for his OP. He may never have had any intention of seeking a solution and simply wanted to vent his displeasure about Linux.
