Not really sure that I understand the question. What do you mean by enable? Are you wanting to setup RDP and telnet as a server or as a client or do you mean start the applications from the command line.

BTW the the RDP application is mstsc and of course telnet is telnet.

So is your server LINUX or WINDOWS?
If its LINUX then just use vncserver and instead of telnet use ssh for more security.

ok more info, but if you are trying to go from linux to windows via RDP, then there are several GUI RDP clients, and there is always the standard rdesktop from the CLI, but you will still have to have X installed, configured and running for any RDP to work as far as i know.

A. WinXP/win2k/win2k3 all have RDP server built in, winNT has it as an add-on.
B. on the MS "server" you will need to enable, configure, and set permissions for RDP (TS/terminal service/remote assistant) depending on the OS vs you are running. do not forget to set a p/w for the user you are giving RDP rights too or it will NOT WORK.
C. on the linux client you can use rdesktop, or any of the GUIs out there. KDE has one built into the kde-network package for most distros.
D. configure the firewall to forward the proper port (RDP=3389) to the static IP of the windows box.
E. you are done.

Still need more info.
What version of windows are you running?

There is lots of information on the web for configuring windows terminal services, remote desktop and telnet services.
