500 OOPS: could not bind listening IPv4 socket error


What could be the reason why I cant bind to IPv4 socket?Is it because that socket is being used by other service/software?How can I view the ports being used in my system so that I can identify which software is using the IPv4 socket?Please help me.thanks!

You can use
Code:
netstat -tunapl
to identify listening ports and services running on these ports.
