i had changed my code to look like this

OPERATOR   ALL  = (ALL) ALL, ADMIN
this works for me

are any of the groups in the sudoer file with Denys if so does sysop need to be there.
Check for order of assigned permissions and order you assigned theme rember if line 1 allows commands and line 2 Denys commands the commands line 2 has will be denyed even if they specifically specified in line 1 as allowed.

Sorry for the procrastination. You now have the same setup with me. Did you try "sudo su" and "sudo visudo" for your latest setup? Sure "sudo vi" will success.
