That looks very much like KDE4 or It could be a combination of SuperKaramba with the new style Kick Off menu. All the clues are there, I just didn't look closely enough.

Its Mandrivia with superKaramba and the menu from openSUSE (it is the same as KDE4's menu, but it was origonally created by openSUSE for KDE3)

Its also running beryl (unless compiz fusion has the exact same taskbar icon) but I don't know if you can see any beryl effects.
