Ubuntu DVD
I know the DVD iso is much larger than the CD, but how much HDD space does it take up when it has finished installation?

It depends on what you install. The DVD just holds more packages so that they don't all have to be downloaded from the Internet, but it doesn't mean that they must all be installed for it to work.

So, if I already installed Ubuntu with the CD iso, can I burn the DVD and have it get the packages from the DVD instead of the Internet?

While it seems ok, i'd still suggest to get them from the repos.
