Program for video encoding and format changes

Hello all;

Is there a program in the Ubuntu repositories that works with video files and allows format change? For example from matroska to avi or mpeg, from avi to svcd, and so on?

Mencoder should do what you want - depending on the formats. There's info on installing it and using it here. There are also links for more info on that page.
