RPMS wont run on Ubuntu. You have to use something like alien to convert them to DEB, but even then it's hit or miss whether they'll run.
I assume you got the flash9 tar.gz file from adobe? there is an instructions file in the package that tells you how to install it. You'll have to change the permissions on the installer script so that it is executable. just do:
Use the Ubuntu Update Manager to update to the 1.5.0.11 security fix. While it should be possible to update somehow to 2.0, I strongly discourage you from doing it. Updating without the required knowledge or without an appropriate package (=specially for Dapper) is likely to brake your system. If you want brake things you can just as well upgrade to Edgy Eft and get more recent packages of almost anything (but it is somewhat unstable, Firefox crashes sometimes for example). There are no plans of upgrading to Firefox 2.0 in Dapper Drake so far. https://wiki.ubuntu.com/DapperFirefoxSupport
