Where are the Toshiba utilities located?

After using SUSE 9.3 on my laptop, I am quite impressed with this released. That said, I still have a few little quirks to take care of. I installed the Toshiba utilities (I'm using a Toshiba) but don't really understand how they work. Is there actually a panel to configure or will they work automatically? For instance, do I need to enable the fan to work, or will it turn on when the system gets too hot?

As I recall, the toshiba utilities are primarily to get the Fn-Fkey combinations working. But, they do not work with toshiba laptops that contain a Phoenix Bios. However, even without the toshiba specific stuff, the important ACPI stuff (fan, dynamic CPU speed) work on my A70.
