Sure there is. Slackware ships EMACS. EMACS has ELIZA.

I would not know. I've never used emacs. i started to once years ago...

It's not really the same though. Eliza is like a primitive version of Cleverbot or Microsoft Zo. She can't do anything useful for you, whereas Cortana can provide directions, write emails and send them, move calendar appointments and answer all kinds of queries. You also can't have much of a conversation with Eliza, in a lot of cases she will just repeat to you what you've said or say, "what do you think?"

I get your point though, they're both AI, but I think they were invented for different reasons. Eliza was invented as an experiment in human/computer conversation, whereas Cortana was invented to harvest data, and they both operate differently under those respective paradigms.

I usually update stuff at SBo unless there is a good reason to not, most upstreams I have dealt with are more likely to offer support with recent stable versions.
