Unhappy Libpcap Compile / Configure: ANSI Ioctl not found


Hi there,
I am trying to install Libpcap under Cygwin/X. Not sure if this is possible on Wintel which itself has NIC's also using the Winpcap packet driver (which can be disabled if need be).

When in the ./configure stage it is exiting with the following:

I take it there is some library missing or dependency issue but my skills in this area are *very* limited! Any help on the above would be greatly appreciated. Thanks in advance.
