I believe that means it is off but yet I cannot connect to any port on the server from any LAN machine. However, all outgoing connections work. Although I can connect to 'webmin' and my web server using 'localhost' I cannot open any other ports (ping, ssh, etc.). I have to believe this is a firewall issue but I'm stuck. Can someone suggest a course of action? TIA.

as per the output of 'iptables -nL' firewall seems to be off.
It is difficult to figure out exact cause for this issue.
1) The IP's could be block in kernel routing table. Try route -n on your server / local machine.
2) Is there any firewall on router of your LAN ?
The firewall on your Server, Servers gateway, your local machine and gateway of your local machine can cause this probelm.
So you have to check all these.
