What happens when you try to compile something with it? What error messages do you get?
From a terminal, try 'which gcc' - if that gives you a reply, like "/usr/bin/gcc", try running 'gcc --version'. If it says "gcc (GCC) 3.2.1 ....." and a bunch of other stuff, then you'll at least know it's installed. From there you can try to narrow down why it doesn't work.
