Regulatory domain setting with wl module

I have a HP Pavilion dv6960 notebook, with a BCM4312 rev01 wifi card.
The only module that works, is the wl from the Broadcom site. However I can only see channels 1-11, but I'm in the EU, so there are network on 12 and 13 channels.
I'm using 2.6.28 kernel, so I have set 2 things:
- /etc/modprobe.d/options:
options cfg80211 ieee80211_regdom="EU"
- and I have also set crda to use "HU" (Hungary is in Europe).

In dmesg I have:
cfg80211: Calling CRDA for country: HU
cfg80211: Regulatory domain changed to country: HU
(start_freq - end_freq @ bandwidth), (max_antenna_gain, max_eirp)
(2402000 KHz - 2482000 KHz @ 40000 KHz), (N/A, 2000 mBm)
(5170000 KHz - 5250000 KHz @ 40000 KHz), (N/A, 2000 mBm)
(5250000 KHz - 5330000 KHz @ 40000 KHz), (N/A, 2000 mBm)
(5490000 KHz - 5710000 KHz @ 40000 KHz), (N/A, 2700 mBm)

So crda is working, but I still get only 11 channels. How can I solve this?
