Yeah, that's the challenge of software with lots of functionality - it's difficult to reveal it without being overwhelming.
I have sometimes noticed audio quality issues - in my case I find using a different speed can reduce those, but that doesn't help when you've got a specific speed to play at.
Have you tried running ReClock via
Wine? I haven't a clue whether it'll work - it appears to use DirectX functionality which is very hit or miss with Wine - but it could be worth a try.
Otherwise I wonder whether
ffmpeg can achieve what you want - it has options to specify input + output frame rates. I don't know whether it can do it on the fly or requires an output file though.
