long time ago the body contained lines like this:

FROM=
BCC=
REPLYTO=
real body
also some mail clients understand the environment variables FROM REPLYTO and probably BCC too (probably using a different name).

I had the same problem and found a solution:

mail -s "Test Subject" user@gmail.com -aBcc:bccuser@gmail.com <<< "Mail content"
Tested under:
Ubuntu 18.04.4
mail (GNU Mailutils) 3.4
