Gnome: want to make panels appear faster

I have setup oen of my panels so that it is "hidden" until I mouse over it. As it is setup now, it takes about a quarter second for the panel to appear once I mouse over it. is there a way that I can remove this delay and have the panel appear instantly?

I have read that I can do this by going into the global settings, but I cannot find them. They are not on my start menu, nor do they appear when i right click on a blank area of a panel.

Run 'gconf-editor' and browse to /apps/panel/global and change panel_show_delay to 0.
