Gnome Panels

Whenever I restart the computer, my panel becomes the size equivalent of a 800x600 panel. It goes about 3/4 the way from the left of my screen to the right, in the middle of it. Like this...


Normally, it is A but whenever I restart I get a B sized panel right where I showed on the diagram. It is also void of all buttons, widgets, etc.

Edit: X's are the background. It filtered out spaces.
