Hmm. I have had problems with a few non-epson carts. I have found that running a few nozzle 'head cleans' does the job. This can be either done through the software or using the buttons on the printer. On my Epson, this involves holding down one of the buttons for 5 seconds but I'm not sure about the similar process on the C64. Have a look in the manual and look for 'head cleaning' under button functions.
Try that. If it doesn't work I suggest you remove the cart and get a refund. Some 3rd party inks are shockingly bad. However, I strongly encourage you to continue using 3rd party inks. Epson carts are criminally overpriced and they are chipped. The chip on each ink cart will tell the printer that the cart is empty when there's about 1/3 of the ink still left! What a waste... unless you're Epson...
If you really can't get on with 3rd party inks and decide to revert to Epson, a little bird tells me that there's a piece of equipment available to zap the chip on the epson inks. This allows you to run them right to the bottom without wastage. I belive this practice may be illegal or may just void your warranty, but hey - if you've used 3rd party inks, the warranty's gone anyway.
My final word of advice is 'Canon'. I've had 4 Epson printers. All of them have been troublesome. My new Canon ip4000 Pixma is excellent! Transparent Ink Carts so you can see the ink level for real, no chipping, quiet printing, double sided printing, cheap ink, economical with ink.... the list goes on. If you get fed up with the C64, the Pixma Canons are much better in my opinion.
