Could not open lock file in Debian Sarge3.1

Hi,

When installing, updating, and removing software on Debian Sarge 3.1 I recieve this error. How do O fix this and what cuases it? Thanks

apt-get install bind9
E: Could not open lock file /var/lib/dpkg/lock - open (2 No such file or directory)
E: Unable to lock the administration directory (/var/lib/dpkg/), are you root?

Yes I am and Yes that server asks me that very anoying I must say.

What did you try already?
Did you checked if the '/var/lib/dpkg/' exists and if '/var/lib/dpkg/lock'
exists?
When apt-get is not running (and the dpkg cache is not locked),
'/var/lib/dpkg/lock' anyway as an empty file.
