Cannot login to proftp

There is a linux server running proftp.

I found that I can't login after I created a new account.
When I try to login, it always said password incorrect.

Then I look in the /etc/proftpd.conf there is setting for deny user access, I've added [Allowuser bill].

then after i input my username and password, it didn't said password incorrect, but I just get disconnected.

In the IE message box, it said:

Windows cannot access this folder. Make sure you typed the file name correctly and that you have permission to access this folder.

Details:
The connection with the server was reset.

If I use command mode and use the ftp command to connect it. it said:

Service not available, remote server has closed connection

Do anyone know why's that?
The linux is using SElinux, should I disable it?

Try toggling passive ftp on or off. Also, you could test by disabling selinux but it might not make a difference.
