Allow ProFTP login but prevent local login?

If possible, I need to create a user that can login to my proftpd server, but cannot login to the system, either locally or remotely.

I know that I can prevent a user from logging in if his/her password is locked with the passwd -l command, but that seems to prevent the same user from logging into a proftp server.

I am assuming that proftp uses the same passwords as system logins, and I'd like to keep that the same.

Thanks!

Does the user have to have username and password, or can it be anonymous?

I'd like the user to have a username and password.

I figured I could use an anonymous login for this, but I'd prefer not to...
