Which, afaIk, should make sure your rpm-packet database (what's installed etc.) is up to date and thus won't cause problems. And you should also try running the tool you mentioned as root (well don't do that all the time, just try it once!) to see if it works -- if yes, then you've got a permissions problem. If not, then I suggest you run it from the console so you'll hopefully see some error messages which could shed some light on why it doesn't run..
