accessing text console in graphical mode?

i have redhat linux 9 at my office work. my default login is graphical (init 5).i always log through graphical interface but when i go to any console by ctrl+F1/F2 and login there my system resets and goto graphical mode and ask for login again. that means i am not allowed to access text console if i run graphical mode.
why this happens? can i not allowed to access text console if I login via graphical mode?

When in X, you should be able to switch to a text terminal via ctrl+alt+f1 (rather than just ctrl-f1). When you switch, does it show you the text screen then switch back to X after you type your password? If so there might be something odd in one of your login scripts.
