How is the network setup?

One possibility is that your firewall is not permitting the telnet connection. Check to make sure port 23 is open on the box that you are trying to telnet to. I'd be remiss if I did not mention that telnet is a rather unsecure network protocol. ssh is a much better choice.

Looks like you've got RedHat, so

Code:
cat /etc/xinetd.d/*telnet*

iptables -nvL

netstat -tanp|grep tcp
as root

Its true that ssh is almost always the better choice; do you have a requirement that means you must use telnet?

I don't have RedHat, but assume it has many of the same tools as Fedora. There is a package called system-config-firewall that will help you with opening the right ports. On the Fedora menu it is under System -> Administration -> Firewall. Should also be able to launch it from a Gnome terminal window as root by typing system-config-firewall at the prompt. It is pretty straight forward once you get there.

Three people saying telnet is not the best way to go. Must be something to it.
