problem with SSI configration on apache 2.0

on redhat 8.0, with the distribution apache 2.0, having problem configuring the SSI

i'm trying the simplest include
<!-- #include virtual=/commonFiles/footer.html -->

i've added in the httpd.conf
"Options +Includs"


"AddType text/html .shtml
AddOutputFilter INCLUDES .shtml "

and on few other file extensions as well (php and html)

both in the httpd root and in the virtual directories

the mod_include exists there

i've also tried the "server-parsed" definisions like in the previous apache and no go...

i'm fresh out of ideas - can anyone help?
