Not sure what the tar file is that you got. Driver? printcap file?
Anyway: Basic tar commands:
1) tar tvf <filename>.tar - Will show you the contents of the file.
2) tar xvf <filename>.tar - Will extract the contents of the file.
If the tvf shows you "/path/subpath" then the files are absolute and will extract to that path. If however it shows "path/subpath" then the files are relative and it will create path as a subdirectory of the one you're in when type the tar xvf.
For general printing on Linux I'd suggest you install cups (Common Unix Printing System) and look at their info for setting up a new printer.
It is possible one of the files you'll see in the tar is a "README" file. It or another document within the tar may give you detailes of what they expect you to do with it.
