KDE desktop icons not showing correctly

First time linux user, i recently installed KDE Neon on my laptop. But after a few logins my desktop icons started showing missing (see attached image).
The icons are there and appear normally on the task bar, but don't show on the desktop. It is only after i click on properties and then OK that they appear as they should (at first after clicking OK it said "Could not save properties, you do not have write access" so i changed the ownership of the pointed files to user, but it is the same thing). Every time i log into my computer i have to go one by one saving properties to get the icons to display.
Any help is appreciated.

Try monkeying around with the icon theme setting in KDE's System Settings probably under Themes or something. Sometimes toggling the setting gets things to work

Well...if you don't have much data to preserve and have time to reinstall and redo any customization, then that might help. In my early days with Linux I did that a lot if something weird happened.

But, I would first look maybe some bug reports for KDE Neon. Maybe someone' s working on a fix.

This all leads to this - you said you're new to Linux. While KDE Neon isn't exactly Arch or Gentoo Linux, it's probably neither built nor has many resources with newbies in mind.

If you really like KDE, I'd start with maybe Kubuntu 18.04 LTS or openSUSE Leap with KDE. I started on SUSE/openSUSE myself (and haven't left)

This is probably a good tip. Not only to "solve" the issue, but also to find out where the issue comes from.

Go into the "system settings" in KDE, then "icons", select another "icon theme" then apply, then reselect the one you had and apply. Note the behaviour when you do this, it could explain the issue.

Thanks - I didn't have a KDE installation on my laptop to get the exact directions for

Okay i tried changing the icon theme but im still having the same problem. What i noticed tho is some weird behavior: when i download a new theme it sometime doesn't appear on the list, some just never appear, and some of the themes didn't work when i applied them (icons were completely blank, ie didn't show). Now i have Papirus and as you can see in the picture i still have the desktop problem and some of the small icons are different from the rest. What i also noticed is that under "Configure Icon Sizes" the "Desktop" size had 0 as the selected and only option.

I just can't identify the problem.

I must admit, I saw your thread before and didn't understand what the problem was (I was using my smartphone - so I couldn't see your screenshots). And while I do use KDE myself, I don't have KDE Neon installed - I using KDE 4 at the moment myself.

Can you run the following command in a terminal window, and please post the results using CODE tags;
(because there will be a LOT of output)

And let's see what permissions are actually on those folders.

Because you seem to imply that you CAN get the icons to show, but they disappear upon system restart - correct me if I'm wrong.

The permissions thus far look ok, but what I quoted above is a very important clue.

While this may well confirm the permission on the icons themselves are fine (as above), it's worth checking anyway - then we can rule that possibility out, and move onto the next possible cause. Being that it's something to do with KDE itself.

As i said in the OP, i tried to change the permissions on these once, perhaps i messed something up.

Those permissions look good too, so I think we can confirm that it's not the permissions on the icons themselves that are the problem.

Can you do the same again for the following command;
