I could be wrong, but I think that your root user is either using an icon theme that does not exist, or no theme at all.

Set your gtk icon theme for root (you can use the usual system settings gui controls) and it should start looking normal.

It is common for GUIs to look different (bland) when using them as root. Personally, I think that is a good thing, since it makes it very difficult for people with poor memories to forget when they are using a GUI as root. (safer) So my advice is to leave it as is. After all, you are not using X applications as root often. (Or are you? Which would be an entirely different and far more serious problem.)
