Took a look at the link, downloaded and unzipped it. The README file is worthless and there's no documentation on the project site. Looking at the forum, first post is dated 2001 with last post asking how to install dated 2004. Looks like a dead project to me, but I don't know.
Did find it on Gentoo-Portage site. Seems its a ebuild package or something,

Of course you could just unzip it then try to run 'make' command and see what happens. But without any documentation, doubt you'll get very far.
