Firestarter Question

I just installed Firestarter on Ubuntu 7.4 and have a question. I am the admin user on this computer but there is another user (non-admin) who I want to be able to use firestarter as well. Obviously, they can't install it seperaterly because they aren't admin. Firestarter works fine for me in the admin account. How do I get it to work for the non-admin user?

Doesn't Ubuntu have every root-only command user accessible with the sudo command?
Maybe you're using a different version of Ubuntu, but when I used it any user could execute any command just by typing
$ sudo <command>
