Error Installing Ubuntu 18.04 on Hyper-V Windows 10

I'm trying to install Ubuntu 18.04 on a Virtual Machine using Hyper-V on Windows 10, when I start the the VM, I get error
"End kernel panic - not syncing: Attempted to kill init! exit code=0x00007f00".

Did you install the hyper-v specific packages?

No, I have not been able to install Ubuntu, that's where I'm now.
