Emacs question: running command

I want to install evil mode in Emacs. I found this page:
https://www.emacswiki.org/emacs/Evil
I made an .emacs file and changed it according to instructions. Now I have to enter this:
Quote:
M-x package-refresh-contents
M-x package-install RET evil
I don't how to do that. I tried it the vim way but of course that doesn't work.

I don't how to do that.
"M-x" means Alt+X (or ESC then X), "RET" means press Enter.
