According to the howto you've followed the server is listening on port 1980. So if you want to connect to that server, make sure it's running and use:
Code:
ftp xx.xx.xx.xx 1980
Regards

Connect to it? From where? From another computer? In the latter case, use Places > Connect to server - FTP(with login).
