apache/proftp test server


I'm trying to setup a apache 1.31 and proftp php testing server on a local network. The distro I'm using is Debian sarge.

Will someone tell me what the proper configuration idea is...relating to permissions...

I want to upload files from my desktop to the ftp server...and then have apache run them...

How do I configure this most securely...with file permissions & user accounts
