As you have been asking MANY MANY TIMES now, you need to provide actual details. What, exactly, do you think anyone can tell you, based on what you posted? Saying "working fine on broadband internet, 2 days before lease line configured on server", tells us nothing...did something change???

And the 403 error is VERY clear...it means, what you're trying to access, you don't have PERMISSION TO ACCESS. Again, since you don't say what you're doing/why/how, there isn't much we can tell you. This nicely repeats things you've been told numerous times in the past.

And again, for someone who has been using Squid for FIVE YEARS NOW, how is it you're still not able to ask a clear question, or try to apply any of your own knowledge?

403 errors are logged in /var/log/apache2/error.log
Check that.
