Root acces problem in FTP server

hello,
I have successfully installed vsftpd and then tried modding user_list and ftpusers list to enable root user login but whenever I log in as root with my root password then it gives error that incorrect login.

Then I uninstalled vsftpd and then installed proftpd and setup Rootlogin on in proftpd.conf file but that also not allowing me to login as root user with my root password.

I am able to login as normal user and able to access home directoy and its subfolders from both vsftpd and proftpd.

Here is log -

root@debian:/etc/proftpd# ftp localhost
Connected to localhost.
220 ProFTPD 1.3.4a Server (Debian) [::1]
Name (localhost:sun): root
331 Password required for root
Password:
530 Login incorrect.
Login failed.
Remote system type is UNIX.
Using binary mode to transfer files.
ftp> dir
530 Please login with USER and PASS
ftp: bind: Address already in use
ftp>

HEre is my proftp.d config file :-

The root user is for system setup and maintenance.
It is not a user to perform daily tasks with.
See the "Securing Debian" manual please.

How do it do this please reply.
