Null routing to one specific IP/Port

What is the command or extension to null route an IP to block them from accessing only a specific IP and port? I want to allow them to access everything on the system except for one port on one IP. I can block them from accessing the server entirely, and I figure there must be an extension I can put on the command line to do this.

Thanks in advance.
