Some Cable or DSL modems and switches allow you access to status information and or log files either from a browser, via SNMP, SSH or even telnet. If yours does you could monitor status and logs for anomalies. Usually anything between the ISP's head-end and the Cable or DSL modem should be solved using your ISP's service desk. After all that is what you pay them for.

If you have ever used a 56K modem then you know speed is relative ;-p Anyway, troubleshooting IMHO should start with verifying hardware is properly connected, network configuration is done correctly and all required services are running. If it is then you start diagnosing connectivity problems looking at dmesg (does the host show any anomalies or clues?), interface status (is it still configured OK?), DHCP log if any (has the machine got a lease?), dig (can it resolve any host name?), ping (can the gateway, modem, first hop router and your choice of remote hosts be reached using ICMP?), tcptraceroute or lft (same but more realistically using TCP). Logging all of that at regular intervals makes it easier to get clues about where problems occur.
