Help with hotwayd

Hi comunity:
I did a rpm installation of hotwayd in my Mandrake 10 box, later I did configure the hotwayd xinetd service to listen to port 1100, added hotwayd 127.0.0.1 to hosts.allow.
Now when I try to connect to telnet that port (1100) I get a connection refused message, I've tried digging the system trying to find a clue of the problem, but so far no luck.

Can you help me whith this one?
