once again...hotwayd issues

so..the genius that i am,..i managed to crash my linux machine...good news i saved a lot on my car insurance by switching to geicko....kidding..that was a bad joke...haven;t slept in a while...

for some reason i can't get hotwayd to run again...
i installed it under /usr/bin

my service file in xinetd.d looks like this :

service hotwayd
{
disable = no
type = unlisted
socket_type = stream
protocol = tcp
wait = no
user = nobody
groups = yes
server = /usr/bin/hotwayd-0.8
port = 110
}

restarting the xinet services goes smooth...but when i try to telnet to port 110.../var/log/messages records :
execv( /usr/bin/hotwayd-0.8 ) failed: Permission denied

any suggestions? ideas? i killed my firewall and configured my hosts.allow file
still nothing...

help plz
