below are the error message when i try to activate the second card:
Jan 12 16:33:03 localhost ifup: SIOCSIFFLAGS: Cannot allocate memory
Jan 12 16:33:03 localhost ifup: Failed to bring up eth1.
Jan 12 16:33:03 localhost network: Bringing up interface eth1: failed

Are the cards the same make/model or different? I have had the best experiences when using two different NICs {currently using a 10 meg RJ45/coax to go to the adsl modem, which is fine for just 2Mb broadband, and a 100 meg one to go to the switch and rest-of-house} and the worst experience when using two identical NICs {if just one is plugged into something else at startup, it always gets eth0; if both are plugged into something else it's anyone's guess which gets what}.
My guess is it's something up with your init scripts; but I'm more familiar with the Debian / Ubuntu way of setting up networking than the Red Hat method.
On my system, i can't find the /etc/network/interface file.
You won't - that's a Debian/Ubunbtu thing Red hat do it a bit differently ..... Mandrake/Mandriva is similar.

*SNIP*
Now, that looks like about the right sort of thing, judging by my Mandrake experiences.
Did you create that file by hand or did you use some sort of setup tool? Have you a file called ifcfg-eth0 in that directory as well, and can you post its contents too?
