Type without quotes
"synclient -l|grep VertEdgeScroll && synclient -l|grep HorizEdgeScroll"
See the results.
if
VertEdgeScroll = 0 or HorizEdgeScroll = 0 or both
again without quotes.
It will do the work.
Also, to make it permanent you can
1) make script containing above two commands, run it at startup.
Or 2) write them to /etc/X11/xorg.conf file
(Caution:Please check about xorg.conf file on google before doing 2)).
