If Bluetooth is installed it would show in your system tray or somewhere on the desktop.
Try looking in your settings. What happens when you run this command?
sudo /etc/init.d/bluetooth start

This is what happened , however I still have to restart to see if it appears!

T is not blocked and it worked fine before I installed it, Still nothing
