Do you have the cups packages installed?

what's your distro? what cups? built from source? package? non-existant? etc?

Yeah, it's a really good idea to tell us your distro.
If it was Slackware, you would run, as root:

/etc/rc.d/rc.cups start
Then you would be able to get http://localhost:631.

Check the permissions. The problem is likely that executable permissions are not set and you can set those with "chmod +x /etc/rc.d/rc.cups". See the man page for chmod for more info.
